You have chosen a very good subject for your topic of discussion. I don't know what the exact answer would be pertaining to the violence in Philadelphia, but I do believe it all starts at home. God is not the "Head of the Home" anymmore. Parents and children rarely go to church together anymore. God is not lifted up and His Word studied in the home anymore. Parents need to take a more active role in the upbringing of their children. Parents are fearful of their children (in more ways than one). Respect is no longer prevalent in the home. The children have too many rights now. We also have to look at the alarming number of single parent homes. There are not enough church oriented community activities for the youth to partake in. At one time the church was the cornerstone of the community. Not so now. Every activity outside of the ones sponsored by school and the YMCA/YWCA were sponsored by the church. Where is that? Christian schools started out having zero tolerance for violence and being very Christ oriented but now they compromise for the sake of having seats filled. The only thing that I know will work is prayer and walking in the gifts that God has blessed us with so that we can speak peace in the land, lay hands where needed, and continue to stay under the anointing, allowing the Holy Spirit to lead us in our lives. We can't give in to the enemy. We know that things will get alot worse before they get better, because the return of our Savior is nigh. So until His imminent return, we need to continue to be obedient to His Word and seek His Face for everything else. God is good! And He knows how to take care of what belongs to Him.
